Abstract

The article examines how Timor-Leste’s higher education system can move “from isolation to collaboration” to strengthen research and innovation. The transition from a fragmented and isolated system to a collaborative ecosystem of science and innovation requires structural reforms and academic leadership, supported by coherent public policies, sustainable funding mechanisms, and advanced human resource training, as well as active integration regional scientific networks, thereby transforming internationalization into endogenous capacity and applied innovation, and consolidating an autonomous, collaborative, and socially relevant scientific system.
