The Current State of Instituto Nacional de Ciências e Tecnologia (INCT) in the Promotion of Research, Development and Innovation (PDI) in Timor-Leste: main challenges and proposal for improvement

Abstract

This study aims to address the current state of Research, Development and Innovation (RDI) in East Timor, analyzing the challenging factors and proposing measures to ensure the production of quality scientific knowledge for national development and social prosperity. To achieve this objective, it was used a qualitative research methodology, which aims to provide a comprehensive explanation of the occurrence of phenomena based on existing documents. As a result of the research, several conditioning factors were identified, such as the imbalance between the thematic areas researched, the lack of human capital, the scarcity of financial resources, the lack of infrastructure, the limitation of partnerships and the inappropriate use of research results. Finally, some recommendations have been put forward to make the conclusions of this study useful.
