The Panorama of Science, Technology and Innovation (STI) Policy in East Timor: Revealing Challenges and Resolutions

Abstract

The formulation of effective Science, Technology and Innovation (STI) policies is fundamental to Timor-Leste’s National Development. This article explores the formulation process, challenges and solutions of effective STI policies, emphasizing their importance in the development of science and technology, economic growth and social welfare. The objectives of this study cover the understanding of the importance of Science, Technology and Innovation (STI), the meaning of STI policy, the Overview of the Policy Formulation Process, as well as analysing the complexities of its formulation and challenges, the importance of active engagement with international partners and, finally, addressing the challenges and methods of effective implementation. In short, this study emphasizes the importance of overcoming challenges when introducing impactful, sustainable and innovative policies that improve the well-being of society in East Timor.
