Abstract

Timor-Leste’s full accession to ASEAN on October 26, 2025, represents a historic opportunity to redefine its governance and economic development model. This article analyzes Singapore’s foundational strategies and proposes their selective adaptation to the Timorese context, considering the country’s challenges in economic diversification, human capital, and anticorruption efforts. It concludes that regional integration can serve as a catalyst for sustainable development if accompanied by structural reforms and public policies grounded in meritocracy, transparency, and innovation.
