Abstract

Scientific research plays a crucial role in sustainable development and evidence-based policymaking. In Timor-Leste, a young nation
consolidating its institutions, the scientific research system faces structural, financial, and human challenges that limit its potential. This article critically examines the current state of scientific research in Timor-Leste, identifying key barriers—from insufficient infrastructure and funding to the scarcity of qualified human resources and the weak integration between science and policy. Strategic measures are proposed to strengthen the national research system, including sustained investment in infrastructure, the creation of a robust scientific policy, the promotion of international partnerships, and the development of technical and digital skills. Strengthening these foundations will enable Timor-Leste to transform science into a driver of sovereignty, innovation, and social development.
